This dongle is a 
ReactOS is a FOSS operating system that makes a pitiful attempt at replacing Windows, and is notorious for its sour relationship with [USBs]. One is most likely better off using some random Linux distribution with Wine.
While the OS has noble intentions, the project has been going through a slow update cycle. It is highly recommended that one uses a virtual machine software to run this software, as there is minimal hardware support at the time of writing this.
